What is the significance of Homeland Security Presidential Directive 12 (HSPD-12)?
Wide variations in the quality and security of forms of identification used to gain access to secure Federal facilities and cyber systems are not only inefficient and costly, but also increase the risk of security breaches within the Federal government. Therefore, on August 27, 2004, the President signed HSPD-12 “Policy for a Common Identification Standard for Federal Employees and Contractors” into effect. The Directive requires the development and implementation of a mandatory, government-wide standard for secure and reliable forms of identification for Federal employees and contractors. In support of this Directive, the Department of Commerce issued Federal Information Processing Standard 201 (FIPS-201) outlining aspects of the required administrative procedures and technical specifications agencies should follow when implementing HSPD-12 solutions. Following implementation of HSPD-12 compliant solutions, Federal departments and agencies will be able to recognize and accept this common identification standard.
What are the deadlines for Federal government agencies to meet HSPD-12 and FIPS-201 requirements?
Upcoming deadlines include:
- October 27, 2006 – Begin compliance with FIPS 201, Part 2; requiring the use of identity credentials for all new employees and contractors consistent with the Part II of the FIPS 201 Standard
- October 27, 2007 –
Bring all existing employees and contractors
into compliance including verification and/or
complete background checks.
